There are several things to do. One is have some "make ready" apartments available to lease. Another strategy is to weekly survey the competition and if possible be a bit under their price. Next suggestion, with credit restrictions being so tough, maybe loosening the credit for a bad mark on, for example, student loans or a bankruptcy that is over three years old, might help to widen your prospect pool by creating some flexibility in analyzing credit risk of renters. Ask for more deposit to offset the risk. Lastly make sure the property shows well from the exterior. Many renters will do a drive by to analyze the apartment. Appearance goes a long way in renters taking the next step.

Your question about how to I buy from banks is the question of every CRE conference this past year. Banks are holding to avoid the write downs and the hit on reserves. There are a few deals though. Your broker is going to have to be tenacious and call on the banks directly. Smaller community banks will be a better source. Your 15% cap rate is unrealistic as the darling of investors today are apartments. We have become a "nation of renters" thus supply and demand is at work. Loopnet is like some grocery store. It doesn't carry all the goods and many of them are stale. Your local broker is the key. Hire him exclusively to rep you and be aggressive. Good luck.
